The middle of the three so-called “Philippines” dates, with the lowest Mintage of the three and considerably scarcer. The Mintage itself does not explain the scarcity, according to Lawrence, so it may be that unlike the 1900-S, the vast majority of the coins struck went direct to the Philippines - and stayed there, few if any coming back.
