In my opinion this clearly displays full bands, however not enough for PCGS to apply the FSB attribution.  Regardless, a pretty coin that should be worth a reasonable premium for the strike, flash and light color.  Out of the same set as the Gem 1936 P & S coins I also have listed (if still available).  Too cheap based upon the current market.  For reference only, about $100 in MS-65, $265 PCGS MS-65FSB.  Might be worth a shot at NGC???
