Notoriously a poorly struck date with weak Reverses, even certified Choice VF's typically have an incomplete horn.  This however is the real deal, even by "old school" standards.  Based upon PCGS specimens I examined this should certify VF-35 if submitted.  It was not too far from a couple of EF-40's recently sold, being just a touch weak on the Obverse for me to call it a "40".  Original and problem free, worth a small premium.
