In my opinion PQ for the assigned numerical grade.  This pretty much looks like all the MS-64's that came back in the same group. The dies show some signs of rust on the surfaces, so that may have been it.  It certainly wasn't the strike, color, luster or bagmarks on the coin.  Either way, an attractive example to represent the date, especially at this price.
