Souvenir of the California Admission Day celebration sponsored by the Native Sons of the Golden West (NSGW) in Stockton, 1896. Very Scarce as a Type, R-6 in the second edition of HK, and perhaps a bit scarcer than that. Flat out Rare as a problem free piece, as most seem to have surface issues due to the composition used. By Moise of San Francisco, as were similar pieces of the period including the 1894 Mid-Winter "Official" pieces (Type 2). Choice Uncirculated, certified NGC MS-62, with obvious remaining original "brassy" color and luster around the rims and among the Reverse lettering.  The one and only certified Uncirculated piece, anywhere - the next best at NGC is AU-55.  For the advanced cabinet of So-Called Dollars, difficult to value as obviously there is nothing to compare to.  I would suggest remembering the old adage: "quality is remembered after price is long forgotten".
