Totally original with light to moderate "splashy" red-brown toning highlights on fields that have a sort of greenish Silver color. Almost certainly an original "bag coin" out of the 1960's Treasury releases. Well struck from the earlier C-3 hub, so better detail overall on the Eagle's breast than many of the date, and without the planchet roller lines noted by Bowers as showing on many specimens. I will note a thin "line" running North-South through the Eagle (enlarged image provided). This does not appear to be a staples scratch (wrong location for one anyway), and which may be a contact mark received while in storage or in the Mint counting room. Either way, it didn't bother PCGS or CAC, however is mentioned for accuracy.  Not rare as a CAC coin, but not exactly common either.  Combined PCGS/NGC Pop of about 3,500 coins in the grade, versus 163 at CAC (when last checked).  Somewhat typical as the tendency to submit better date Morgan Dollars, and the more consistent grading of the series based upon the huge numbers both services have seen in 35 years, means a slightly higher pass rate at CAC.
