They really don't have a proper grade for a coin like this, as this is really "VG-11+". Outside this holder, many dealers would certainly call this a "Fine". Regardless, original, problem free and VERY scarce looking like this. Certainly worth a premium - I am safe in asserting that I am 100% sure this would CAC if submitted.
