Overall detail seems to match what will normally certify EF-45. Newcomb-4, appears to be a later die state. Some of the peripheral detail on both sides is weaker likely due to repolishing of the dies to keep them in service, and the date itself is a bit shallow. Some of the middle die state dies cracks are no longer obvious - there is an obvious die crack around the top of AMERICA however not noted on several other specimens I reviewed.
