The second hair style used on Large Cents of 1798, aka Head of 1799 - it is believed that all such coins were actually struck in 1799 and backdated. Waste not want not at the early Mint, as the die was likely produced late in 1798 but never put to use until the turn of the year. Overall details of a strong Fine, with moderately overall porous surfaces. Not horrible and more or less typical of most survivors - few if any early Large Cents are “perfect”, which is why premium quality coins are so expensive. Despite the relatively minor “issues”, a lot of detail for the money and certainly suitable as a decent Type example.
