A frustrating coin, as the Obverse is close to EF while the Reverse shows the common poor strike noted for the date, so the horn is not quite complete. I have seen coins like this certify at either Fine-15 or VF-20, depending upon the mood of the graders, phases of the moon, who knows why, etc. I will simply price it at the equivalent of a Choice Fine and leave it to the observer to decide.
